As regards managing government affairs, there is nothing more important than producing effects; as respects implementing government decrees, there is nothing more abhorrent than furnishing no evidence. Suppose there is no benefit in implementing government decrees, it is better not to implement them, which will not bring harm to the common people. Water is characteristic of coldness, fire is characteristic of heat, gold and stone are characteristic of solidity. These substances never express their own characteristics, but nobody has no idea of their characteristics, because evidence is adherent to themselves. Suppose my doings are like those substances' evidence, who else will doubt my doings? Now one has no belief in his own doings, and then he complains that others have no belief in his own doings, which is like teaching others to catch ghosts and tie monsters: He cannot make it, but he grumbles at others' failing to make it, which makes us even more perplexed. Confucius remarked, "If you would like to make others trust you, you need to offer proposals privately and concentrate on carrying them out. Once you concentrate on putting them into practice, the results will be increasing day by day; provided the results are increasing day by day, the exploits will be more evident; suppose the exploits are more obvious, they will be visible to everyone’s eyes and audible to everyone’s ears.
